Inline with OUM’s philosophy to become a ‘University for All’; providing educational opportunities without the restrictions and limitations of age, space, time and more importantly venue for continuous education, the Partial Study Fee Exemption Scheme for Senior Citizens and Disabled Persons was introduced. To mark this special moment for the University, a launching ceremony was held at its Main Campus on 9 August 2005. YB Dato’ Dr Adham Baba, Parliamentary Secretary, Ministry of Higher Education Malaysia representing YB Dato’ Dr Haji Shafie bin Haji Mohd Salleh, Minister of Higher Education Malaysia officiated the event. Others present included YBhg Prof Tan Sri Datuk Dr Anuwar Ali, Chief Executive Officer of METEOR Sdn Bhd cum President/Vice-Chancellor of Open University Malaysia, YBhg Prof Dr Mohd Kamal Hassan, Rector, Universiti Islam Antarabangsa cum Chairman, OUM Board of Directors and Encik Rafek bin Reshidullah, Deputy Chief Director, Social Welfare Department. The Partial Study Fee Exemption Scheme for Senior Citizens and Disabled Persons was initiated last May Academic Semester as OUM's out reach effort to encourage higher education for the general public especially Senior Citizens and Disabled Persons to obtain a diploma, bachelor and post graduate degree.
YB Dato’ Dr Adham said, "Disabled Persons are a special and dedicated group of people as they face the challenges and hardships of everyday life either from birth or from an unexpected turn of event. However, with the opportunities and support from the Government and concerned institutions as well as their strong will and determination, they are able to succeed and gain astounding recognition." All registered OUM students with Malaysian citizenship are eligible to apply for this scheme and students in this category are able to benefit a 50% discounts off their study fees. It is a form of financial assistance and education subsistence in the efforts to encourage lifelong learning. YBhg Prof Tan Sri Anuwar added that those receiving financial aids from PTPTN and who are eligible for the Partial Study Fee Exemption Scheme would receive the full amount of their PTPTN study loan in spite of the discount. Several courses and workshops were conducted during the launch. These included; The Importance of Lifelong Education by Assoc Prof Dr Yussof@Saat Mat Yatim; Internet and Information Technology by Encik Nuhizam Shafie; Effective Learning Techniques by Assoc Prof Dr Alias Mohd Yatim and Why Study Science and Mathematics by Assoc Prof Dr Kidin Shahran. Participants were from Maktab Perguruan Ilmu Khas, Cheras; Jabatan Kebajikan Masyarakat Kuala Lumpur; as well as students from Sekolah Menengah Sains Alam Shah and Sekolah Menengah Sains Seri Puteri.
